To accelerate the implementation of the latest version of negative list and facilitate enterprise data export, the Shanghai Free Trade Zone Data Cross-Border Service Center was established and the first policy interpretation meeting on the data export negative list was held on February 13 in the Waigaoqiao Free Trade Zone.
Data cross-border service centers were simultaneously established in the five major areas of the Shanghai Free Trade Zone: Waigaoqiao, Lujiazui, Jinqiao, Zhangjiang, and the Expo area.
These centers provide enterprises with services such as consulting on cross-border data policies, answering frequently asked questions, and preliminary verification of materials needed for the negative list. After enterprises submit relevant materials to the Municipal Cyberspace Administration, the Municipal Data Bureau, and the Shanghai Free Trade Zone Administration Committee, they will receive feedback on the verification results within 15 working days. Each center has opened a consultation hotline and on-site consultation window, which are available to the public.
The Pudong New Area has established a data cross-border facilitation service reform expert group, inviting professionals with extensive experience in data security management and compliance research, who have participated in the drafting of national data cross-border policies and the negative list, to provide high-quality guidance and consultation services. This aims to help enterprises improve the efficiency of their self-assessment of data export security risks.
