Pudong unveils two 14th Five-Year Plans for development

Two 14th Five-Year Plans (2021-2025) for industrial development and manufacturing industry development in the Pudong New Area, respectively, were issued recently.

According to the plans, Pudong will enhance its “Four Functions” of global resource allocation, science and technology innovation, leadership in high-end industries and a hub for opening up; develop three world-class industrial clusters – integrated circuit, biomedicine and artificial intelligence – and promote the construction of the core bearing areas for international finance, trade, shipping, scientific and technological innovation centers and international consumption center.

The focus will be on the three pillar manufacturing industries of electronic information, automobile and complete equipment along with emerging industries, including cruise ship, new material and online new economy, as well as leading industries like quantum science, brain-like intelligence technology and genetic engineering.

The service industry for asset management, finance lease, headquarters economy, bulk commodity, cultural creativity, professional services of law, accounting, talents, credit rating and IP will be developed in Pudong.

And the new area will continue to promote the development of science and technology innovation at Waigaoqiao, Jinqiao, Zhangjiang and Lingang; the riverside industrial corridor of Lujiazui and the World Expo; and the coastal industrial corridor, including the Waigaoqiao bonded area, the Shanghai Pudong International Airport and Yangshan Port. Many special industrial parks will be built in these areas.

Pudong will strengthen the function of the digital economy and accelerate urban digital transformation. Public service platforms for three industrial clusters will be improved.

During the 13th Five-Year Plan period (2016-2020), Pudong formed important bearing areas for the four centers and a modern industrial system with six core industries, namely integrated circuit, new medicine, aviation and aerospace, future cars, smart manufacturing and big data.

As of the end of 2020, 21 companies in Pudong were listed on the Science and Technology Innovation Board, accounting for 56.76 percent of the city. Eighty percent of these firms are related to the three world-class industrial clusters.
