I. Operation Basis
The Measures for Administration of the Import of Mechanical and Electronic Products, the Measures for Implementation of the Automatic Import License of Mechanical and Electronic Products, the Measures for Administration of Import of Specified Used Mechanical and Electronic Products, the Measures for Administration of the Automatic Import License of Goods, the Rules for Administration of the Issuance of Automatic Import License of Automobile Products, the Circular on Further Strengthening the Administration of Wireless Radio and Television Transmitting Equipment, the Provisions on the Relevant Matters concerning Import of Vessels, the Regulations on the Implementation of the Bidding Law of the People's Republic of China, the Measures for the Implementation of International Competitive Bidding of Mechanical and Electronic Products and relevant supplementary documents on import of mechanical and electronic products.
II. Applicants:
Enterprises and institutions, government agencies and organizations, and mass organizations registered in the China (Shanghai) Pilot Free Trade Zone.
The handler must have a certain understanding of the general information of the unit, the State’s relevant import policies and the information on the imported products under the application (such as import reason, and import purpose).
III. Application Materials:
Mechanical and Electronic Product Import Application Form, in duplicate.
Photocopy of business license of the import user.
Photocopy of import contract (and import agency contract between the client and the import agent, in case of import agency).
Application report. Explain import reason and import purpose. (For the products to be examined and approved by the NMEIEO, the addressee of the application report shall be “National Mechanical and Electronic Import and Export Office”)
Relevant written materials in the following cases:
Tender products. Bid evaluation report, result announcement, etc. shall be accompanied at the application.
Medical devices. Medical device operating license, medical device registration certificate (and agency contract, end-user business license, etc., in case of agency).
Radio equipment (with transmission function). Relevant certificate issued by the radio management committee.
Automobiles. Brand sales authorization letter and the reply of the SAIC (or Shanghai Municipal Commission of Commerce).
Vessels. Subject to the Provisions on the Relevant Matters concerning Import of Vessels ([2001] No. 38 of the Ministry of Foreign Economy and Trade).
Used equipment. Please refer to the Materials and Content Required for Application for Import of Used Mechanical and Electronic Products on the official website of Shanghai Municipal Commission of Commerce
Donated products: letter of donation of the foreign party and the letter of acceptance of the applicant.
Others. Relevant industry operation license or qualification certificate and other written materials, in case of import of printing equipment, audio (video) reproduction equipment, game machine, aircraft, etc.
IV. Application Process
Three Modes:
1. Enterprises may directly submit the application materials at the Comprehensive Service Hall, F/1, No. 9 Jilong Road, Pudong New Area, and after completion of handling, receive the Automatic Import License of the People’s Republic of China at the Comprehensive Service Hall.
2. Import users shall first conduct self-declaration at the online declaration system of import of electromechanical products, and then submit the written materials to the Comprehensive Service Hall, F/1, Pilot Area Management Committee, and after completion of handling, receive the Automatic Import License of the People’s Republic of China at the Comprehensive Office Hall, Building 5, 300 Expo Village Road, Pudong New Area.
3. Import users shall first conduct self-declaration at the online declaration system of import of electromechanical products, and then submit the written materials to No. 37 Window, Comprehensive Office Hall, Building 5, 300 Expo Village Road, Pudong New Area, and after completion of handling, receive the Automatic Import License of the People’s Republic of China at the Comprehensive Office Hall, Building 5, 300 Expo Village Road, Pudong New Area.
