Scope of Application
Staff obtaining the Certificate of Qualifications of Customs Declarers
Required Materials
Application for Registration of Customs Declarers;
Registration of Information of Customs Declarers;
Photocopy of the Certificate of Registration of Customs Declaration Enterprises of the Customs Bureau of the People’s Republic of China of the Customs declaration unit or Registration Certificate of the Consignee and Consignor of Imported and Exported Goods of the Customs Bueauof the People’s Republic of China (with the originals to be submitted to Customs for verification);
Photocopy of the Certificate of Qualifications of Customs Declarers (with the original to be submitted to Customs for verification);
Photocopy of the legal and valid Employment Contract signed with the Customs declaration unit (with the originals to Customs for verification) (for the noncorporate units, the photocopy of the appointment contract or relevant personnel certificate);
Photocopy of the ID Card (with the originals to Customs for verification);
Photocopy of certificate of payment of social insurances by the Customs declaration unit (with the originals to Customs for verification);
Letter of Authorization (if not handled by the person concerned, to be provided by the entrusted Customs declaration unit);
Three 2” colored hat-free pictures (with blue or white background) (to be provided for initial registration, requiring that the document name shall be the name of the Customs declarer, in JPG format, 30K-64K, and H:W – 4:3);
Certificate of Conformity of Customs Declaration Post (to be provided for re-application for registration of Customs declarers but failure to register within 2 years from the day upon expiration of the effective term for registration of the Customs declarers);
Certificate of Employment of Persons from Hong Kong, Macao and Taiwan (to be provided if Chinese citizens from Hong Kong, Macao and Taiwan file an application);
Probation Certificate (Probation Filing Form to be attached, to be provided for Customs declarers filing the initial application for registration).
Application Process
The applicant may type the application information through the pre-input mechanismor by logging on to the online corporate management platform of Customs via the Internet, and file an application to Customs. For the probation filing of new Customs declarers and registration of Customs declarers, the application shall be filed only through the pre-input mechanism;
The applicant submits the following application and registration materials toCustoms;
Customs issues the acceptance certificates of the application materials relating to registration of Customs declarers, extension, change, cancellation, and probation filing, etc.;
After review, Customs registers those complying with the applicable provisions, and issues the Certificate of Customs Declarers. After approval of the Registration of Information of Customs Declarers by Customs, it will be issued to the applicant for the purpose of preparing the Customs declarer IC card at the electronic port. The Customs declarer shall have the Customs declarer seal engraved according to the applicable requirements.
