I. Operation Basis
Customs Law of the People’s Republic of China, Customs Measures of the People’s Republic of China for Implementation of the Administrative License Law of the People’s Republic of China, Regulations on Registration Administration of Customs Declaration Units by the Customs
II. Scope of Application
The Customs declaration enterprises (cross-Customs branches) obtaining the Customs declaration registration license shall put forward the effective term of extension of the Customs declaration registration to Customs.
III. Required Materials
For application for extension of Customs declaration enterprises, it is required to submit the following materials (with the originals toCustoms for verification and photocopies to affix the official seal of the company):
1. Application for Extension of Registration License;
2. Photocopy of the Business License for Legal Entity (Business License of the branch) and Organizational Code Certificate;
3. Analysis of Customs Declaration Business;
4. Registration of Information of Customs Declaration Units, Registration of Information of Managerial Staff of Enterprises, Registration of Information of Investors, and Registration of Information of Customs Declarers;
5. CV of the Person in Charge of the Customs Declaration Business;
6. Certificate of the Customs declaration operation place, and attachments;
7. Photocopy of the certificate of Customs declarers;
8. Photocopy of the Certificate of Registration of Customs Declaration Enterprises of the Customs of the People’s Republic of China;
9. Other materials to be submitted, as required by the Customs.
For application for extension of the cross-Customs branches of the Customs declaration enterprises, it is required to submit the following materials (with the originals toCustoms for verification and photocopies to affix the official seal of the company):
1. Application for Extension of Registration License of the cross-Customs branches of the Customs declaration enterprises;
2. Photocopy of the Business License for Legal Entity of the head office and the branch;
3. Photocopy of the Organizational Code Certificate of the head office and the branch;
4. Photocopy of the Certificate of Registration of Customs Declaration Enterprises of the Customs Bureau of the People’s Republic of China of the head office and the branch;
5. Analysis of Customs declaration business, and Customs declaration errors, and reasons thereof;
6. Registration of Information of Customs Declaration Units, Registration of Information of Managerial Staff of Enterprises, Registration of Information of Investors, and Registration of Information of Customs Declarers;
7. Photocopy of the Certificate of Customs Declarers;
8. Certificate of the Customs declaration operation place, and attachments;
9. Other materials to be submitted, as required by the Customs.
IV. Application Process
(I)The applicant may input the application information through pre-entry or by logging on the online corporate management platform of the customs via the Internet, and file an application to Customs in the place where the enterprise is registered (based on the industrial and commercial registration place), and meanwhile, submit relevant documents and materials toCustoms where the registration is made, for the purpose of review;
(II)The application and relevant materials as submitted by the Customs applicant where the registration is located; make the decision on whether it is accepted within five days after submission of the application by the applicant, and prepare and issue a decision on whether it is accepted;
(III)If the application materials are incomplete or not in conformity with the legal form, Customs shall notify the applicant of all contents to be made up or corrected;
(IV) Shanghai Customs makes its decision on whether the extension of registration of administrative license of the Customs declaration enterprise (cross-Customs branches) is approved, and the local Customs will issue the administrative license decision to the applicant;
(V) The applicant shall, after receipt of the Decision on Approval of Extension of the Registration of Administrative License of the Customs Declaration Enterprises (Cross-Customs Branches) from Customs, handle the formalities for extension of the effective term of the registration at the local Customs.
