Further empowering of Waigaoqiao’s global operator plan proposed

Liu Hong, a deputy to the Shanghai People’s Congress, has proposed further empowering the global operator plan of Waigaoqiao and facilitating the resources allocation capability of enterprises in Waigaoqiao.

Liu, also chairman of Waigaoqiao Group Co Ltd, the main force in the development and operation of the bonded area in the Shanghai Free Trade Zone, made the proposal during this year’s Two Sessions of Shanghai.

Liu suggested, “In the new journey of building up the Pudong New Area, the global operator plan made by Waigaoqiao should be highlighted, which will be beneficial for enterprises to improve their resources allocation ability.”

The bonded area launched its global operator plan in December 2020. So far it has incubated 41 global operation enterprises in Waigaoqiao, whose business scale and operation level have improved significantly.

As one of the first batch of global operation enterprises incubated by Waigaoqiao, the German optical system manufacturer Carl Zeiss AG has decided to set up its regional headquarters in Waigaoqiao.

Liu said, “To further empower the plan, some supporting policies should be in place.

“For example, fiscal and taxation support policies related to cross-border investment, cross-border capital management, and offshore trade functions should be drafted.

“Besides, talent policies to promote cross-border R&D, innovation and talent flow related to entry and exit, settlement, and children’s schooling should be taken into consideration.”
